Dale Fenwick has been involved in the establishment and operation of alternative risk transfer programs since 1992.
In 1992 he joined Cannon Cochran Management Services, Inc. (CCMSI), and was responsible for the management of several Midwestern workers compensation pools. In 1996 he became CCMSI’s Alternative Markets Manager. From 1996 to 2000 he coordinated the establishment and operation of several Cayman and Bermuda-domiciled captive programs serving the healthcare, mining, transportation, and construction industries. He also negotiated several loss portfolio transfer transactions as well as the necessary fronting and reinsurance terms for the captive programs.
In 2001 he became the Chief Executive Officer of the Nursing Homes Risk Management Association (NHRMA), a self insurance pool providing workers compensation coverage for nursing homes and other healthcare operations in Illinois. In 2002 he implemented a Cayman-domiciled, direct-writing professional liability captive insurance program for the NHRMA membership. In 2004 he directed the formation of Midwest Provider Insurance Company (MPIC), an Arizona-domiciled Risk Retention Group. MPIC provides General and Professional Liability Insurance nursing homes throughout the Midwest. In 2005 he orchestrated the first-ever conversion of an assessable workers compensation pool to a non-assessable mutual insurance company.
From 2001 to 2006 premium volume in NHRMA and MPIC grew from $8 Million to more than $20 Million. Surplus increased by more than $6 Million.
In 2006 he formed Sovereign Insurance Services, LLC. Sovereign assists its clients in the formation and operation of captive insurance programs. Notable achievements have included the formation of Sovereign Insurance Company, Diadem Insurance Company, both Cayman-domiciled Segregated Portfolio Companies and Select Provider Insurance Reciprocal Exchange, a Washington DC-domiciled Risk Retention Group.

Served on the Illinois Workers Compensation Appeals Board from 1994 to 2000.
Member of the National Faculty of the Alliance for Insurance Education and Research teaching Risk Analysis and Alternative Risk Financing.
Serves on the Board of the Society of Certified Insurance Counselors.
Board Member of Florida Living Options, a nonprofit long term care operator.
Board Member of Florida Family Policy Council.
Serves as a mentor and consultant to participants in the Rwanda and Uganda Business Development Center entrepreneur training programs.
